[cas-dev] Maven 2 Upgrade

CAS Developers,

Per JIRA issue CAS-298, I will be upgrading to Maven 2.0 over the next few
days.  You will most likely see the code base in a state of temporary flux
during the conversion.  Maven 2 should allow us to better manage our modules
which is important as we move to individual CAS developers maintaining
specific modules.
