[cas-dev] Terracotta

I'm trying to deploy it and am encountering issues with it trying to cluster
Commons Logging instances (well Log4j instances specifically). If I can get
it to work I will post my configuration file in Wiki with some hints (not
sure if I will have time to load test it).
