Pascal,
I was looking at the documentation for the Spring
ResourceBundleMessageSource. In the current CAS distribution, we use
the "basename" property. However, there is a "basenames" property we
can use instead to specify multiple file names (and it even has the
effect of over-riding previous values so one can update certain values
and not touch others). If we were able to use this in combination with
a localplugins/webapp folder I think that might solve the problem (well
even in the short term, people could place the files in
webapp/WEB-INF/classes and it would probably work).
The only thing I'm not sure of is what happens if you specify two file
names in the "basenames" and one doesn't exist (but we could work around
that with dummy files).
Also, I opened a JIRA issue and fixed the spelling error you reported.
