[cas-dev] webwork actions for the CAS server

[Scott Battaglia]

According to the Webworks site there is Spring/Webworks integration.  I'm
not sure of the effort required to do the conversion as I don't use
Webworks.  I'm not sure if its just converting the JSPs or actually
converting the Spring Webflow actions too.
