[cas-dev] How does the loginController work

Its possible not to use the Spring Web Flow, though you wouldn't gain any
benefit from it with regards to customizing the screen.

Your best bet is to use the Services Management tool in conjunction with the
Spring's Theme support.  Each application would have its own "theme."
