[cas-dev] Updated Commit Conventions for JA-SIG Subversion

CAS Developers,

Though adding the JIRA issue to your commit message has been our policy for
a while, the JA-SIG Subversion will now require it.  Your commit will be
rejected if there is no corresponding JIRA issue at the start of the commit
message (or that you specifically note there is no JIRA issue.

The following are acceptable starts to a commit message:

NOJIRA
AA-0000
[maven-release-plugin]

The first being the message that explicitly says there is no JIRA issue, the
second being a valid JIRA issue (i.e. the correct format) and the third
being if you use the maven-release plugin.

This will go into effect today.  If you experience any issues please let me
know.
