[cas-dev] URL encoding of service parameter in CAS redirection

OK, that looks good in that it appears CAS is doing the right thing in
redirecting to a url with the query string params url encoded. I retract my
CAS bug accusation, and replace it with a "loser error" accusation directed
at my own client code.
