If you made changes to those xml files, you should note the changes you made
and merge them with the newest XML files.  A lot changed from 3.0.x to
3.1.x(which is why the middle version number changed).  Major changes
include
upgrades to newer versions of Spring and Spring Web Flow, and the switch to
Maven 2.  We also did significant work in localizing changes people would
need to make to the deployerConfigContext.xml and the cas.properties file.
