[cas-dev] PL/SQL Integration with CAS

After discussion with the original developer of our client and reading
some of Steve's comments and linked docs, it seems like ours is somewhat
limited and not a good fit for a general PL/SQL client.  It sounds like
what Dartmouth has developed goes much further toward a drop-in client
that is compatible with existing systems.  Ours likely would require
modification of existing code, and therefore is suitable as either a
starting point for forking, or for new application code that expects a
ticket parameter.  In any case I hope what we shared helps someone out
there in the CAS community, but we can't contribute to a general purpose
PL/SQL client at this time.
