[cas-dev] CAS 3.0.7 RC1 Released

I just realized I made a mistake.  CAS 3.1 is where we start including the
complete Spring LDAP jars.  The CAS 3.0.x branch does not (as the main core
does not require it).  CAS 3.0.x will continue to require you to retrieve
the Spring LDAP zip from the Spring Web Site if you decide to use LDAP
support (same with any of the other adaptors).
