[cas-dev] SAML in 3.1 server/client

We're not using OpenSAML 2 yet as it hasn't been released (plus we
previously had a requirement to support Java 1.4).

We will be using it for SAML 2 support at some point whenever it is released
(at least on the server side).  Unless anyone knows of any alternatives to
OpenSAML.
