[cas-dev] CAS 3 Perl module

We're currently (in theory) implementing the browser artifact profile. We
haven't validated this yet, but it should follow the specification. We
expose the SAML response via the /samlValidate endpoint.
And its your vacation, stop writing code! ;-)
