[cas-dev] Attribute support in CAS 3.1

I've checked in code to both the client and server to process SAML 1.1 and
obtain attributes.  Currently, the client reads all the attributes and
stores them in a map as Strings.  Is this sufficient? Or do we need a
mechanism for detecting Integers, Floats, etc.?

I'm hoping to cut a 3.1 M1 release soon for both the client and server to
demonstrate the attributes capabilities.
