We had an immediate need for such a thing, and developed our own:
JDBC-backed registered services with an admin servlet to manage them.
We are very interested in sharing our solution with the community -- it
was designed to support multiple DB backends from the start with this
end in mind.  Our unit tests pass on MySQL, PostgreSQL, and Oracle.

Our intent was to go into production to vet the quality, then offer to
the community.  Please let me know the best way to proceed in sharing
our solution.
