[cas-dev] PL/SQL Integration with CAS

I'm happy to release our modifications under the JA-SIG banner. As  
for merging, I need to look at their code to get a handle on the  
design decisions in the implementation. Also, we have the Dartmouth  
extended attribute code in ours, another reason I haven't just  
released ours back to the list.
