[cas-dev] CASUM and CAS website

We're in the process of moving the user documentation to Confluence.
Unfortunately I've been swamped with other things and haven't been able to
reconcile the differences as fast as I'd like to.

If anyone wants to help out, please let me know!  I can easily remove pages
from the web site once someone tells me page X has been completely migrated
(note, we're only looking to migrate user manual content... "marketing
pages" will remain on the site)
