[cas-dev] CAS 3.1 Release Candidate 3 Released

With 3.1-rc3 SimpleTestUsernamePasswordAuthenticationHandler is
working fine for login.

But when I try to access the new administrative screens (
/cas/services/manage.html ) I get an authorization failure.

I see the userMap has 'battags=notused,ROLE_ADMIN' so I tried logging
in with user and password of "battags" but still it did not work.
Out of the box, how can you access the administration screens ?
