[cas-dev] CAS 3.1 Release Candidate 3 Released

As Matt said, it may most likely be your certificate (if you file a JIRA
report I can try and make the default Not Authorized page attempt to
retrieve the exception from Acegi).

You can also turn on DEBUG level logging for org.acegisecurity and it should
detail why it failed.
