[cas-dev] CAS 3.1 Release Candidate 3 Released

Steve,

Thanks!  I'll update the Authorization Failure page to extract the
information (I had example around somewhere).  However, the incorrect
logging is actually an error with Acegi not CAS.  We should add this to the
Acegi JIRA instance.
