Scott,

Is CAS 3.1 an OpenID server and a client?

Looking over the documentation, I couldn't tell which parts are needed to 
let people login to external OpenID sites using CAS, and which parts are 
needed to let people login to CAS using credentials from external OpenID 
servers.
