[cas-dev] OpenID Documentation

Earl,

Its an OpenID server.  A client can delegate authentication to it via the
OpenID protocol.

It cannot accept URIs as usernames and delegate to other OpenID servers.
Though that could be an interesting way to add federation capabilities to
CAS.  Thoughts?
