[cas-dev] 3.1 RC1 build: cas-server-support-windows vs.cas-server-support-spnego

The first RC1 bug! (not reported by me :-))

That should be spnego.  I changed the name back to SPNEGO (because someone
pointed out that SPNEGO/NTLM are not Windows only).

If you can file a bug report I can get that into RC2 which will probably
come out tomorrow.
