[cas-dev] CAS User Manual

CAS Developers & Document Maintainers,

I've recently created a space in Confluence to be a "user manual" for CAS to
replace the Docbook we were storing in CVS and the random manual bits we
were storing on the web page.

I've seeded it with the stuff from CVS (except for one section) and would
encourage all developers and documentation maintainers to start adding
documentation to this space.  The release is to coincide with the
3.1release, so deployment information/configuration should keep that
in mind
(you'll notice pages reference how things are done in Maven 2).

If you're a CAS deployer who's posted documentation on your internal Wiki,
etc. I would encourage you to help contribute to the CAS user manual.  This
allows us all to share the burden or keeping information up to date (and
allows us to more easily share documentation with each other).
