[cas-dev] Building CAS3 using maven2

If you're not looking to create the actual distribution package you can
merely change the 2.2-SNAPSHOT to 2.1. If you need the actual distribution
then you'll need to download the 2.2-SNAPSHOT and install it locally.
I would recommend just changing it to 2.1. I needed the newer version to
properly generate the ZIP files.
