[cas-dev] Updating to the new BSD license

Phil,

Thanks for the response.  An "outsiders" opinion is equally important (I
probably should have sent this to cas-users) as they are the ones that
eventually use the software!

It looks like we'll be releasing CAS 3.1.1 under the new BSD license.
