[cas-dev] Governance Model Revisions & Nomination Reminder

Dear CAS Community,

Based on the Board feedback, we've made some minor revisions to the
Governance Model:

We'll be seeking final Board approval shortly.

In the mean time, we'd like to continue to encourage you to submit your
nominations for the Steering Committee.  Self-nominations are welcome.
