[cas-dev] MemcacheTicketRegistry configuration question

The settings should be enough (we actually ran a 2.5 day test to see how it
held up).  You actually can't implement a registry cleaner as MemCache will
never return the values that its holding.  As far as I know you can only
query by specific keys.
