[cas-dev] RFC Process Draft

As follow up from prior CAS Community and Steering Committee calls, I've 
drafted a potential RFC Process.

Please review this proposal and make comments/suggestions.  The comment 
period is open until January 9, after which the proposal will be voted on 
by the Steering Committee.

The intention is to have a well defined but lightweight process.  We will 
probably try out the proposal using the cleartext password passback 
extension written by Unicon.
