[cas-dev] Servlet 2.5 for CAS4

We're mostly interested in the items that allow us to more easily configure
CAS automatically (i.e. the fact that getContextPath() is available outside
of the reques, so we can use it from the Spring context). If you were
deploying to a non Servlet 2.5 container, you would need to manually
configure that file.
Its not set in stone that we'll use it. There are benefits to it though.
We can work around it, but they are rather clumsy workarounds. Using
Servlet 2.5 would keep us inline with uPortal which will be requiring
Servlet 2.5 as of their 3.1 release.
