[cas-dev] update SVN, JIRA, and Confluence usernames for JIRA Studio Migration

All CAS Client and CAS Server Developers:

We'll be migrating to JIRA Studio eventually.  As part of that we need to
inventory our usernames across different apps and possibly merge them.
Therefore, if you have an SVN account for CAS Client or Server development,
