We could split it out, but you would still need to explicitly define the
list of AuthenticationHandlers somewhere unless we had AuthenticationHandler
implement Ordered so that you could order them.

Right now you can define the actions in its own config file. You'll still
need to edit the login-flow.xml directly.

I'm not sure we'll get them in for this release unless you have some lying
around ;-). But going forward it should be easier to include this stuff.
