[cas-dev] Building CAS 3.3 from HEAD

What version of Maven2 are you using.  Try using Maven 2.0.9 if you're not
using that.

Maven 2.0.9 appears to have changed some of the transitive behaviors and the
HEAD should be updated to work with that.
