[cas-dev] modify default behavior of services management tool

All,

I'm thinking (if possible) of modifying the behavior of the services
management tool such that whether you use it or not, you specify your host
name at build time such that when you start using the Services Management
tool, the first thing you don't have to do is add the service itself (and
potentially block yourself out ;-)).

Thoughts?
