[cas-dev] CAS Client for Java 3.1.4

FYI, Pending me actually being able to connect to the SourceForge servers,
CAS Client for Java 3.1.4 should show up in the Maven2 public repositories
starting tomorrow.  If I can't connect to the SF servers, there could be a
delay in that ;-)
