[cas-dev] the upcoming (but not too soon CAS4) and the CAS clients

It looks like the SimplSamlPHP library also supports the CAS protocol.  It'd
be interesting to see how phpCAS and this library intersect and if it makes
sense to continue separate development or merge efforts. I'll leave that
evaluation to Pascal though ;-)
