[cas-dev] RE ST API returning TGT

I was just suggesting that the TGT be returned in the response body in
addition to the "standard" way to support more clients.

My flash client appears to be still broken even with this enhancement
though, as the sendAndLoad method of actionscript seems to treat a 201
response as an error... Sigh.
