Check to make sure your validation requests are being sent to 
proxyValidate, not serviceValidate.  I think some versions of phpCas 
look at the format of the ticket coming in to try to determine the 
appropriate path to call - the CAS protocol says proxy tickets sent to 
serviceValidate should not be successful.
