CAS without SSL

The CAS Server's SSL configuration is dependent on your HTTP server or
servlet container (if you don't configure them to use SSL then CAS won't).
However, the CAS clients (at least the Java one) have a hard-coded check for
a "https:" CAS server URL.  That check would need to be removed.

We do, however, always recommend you run at least the CAS server over SSL.
