Can CAS be used as SSO without Shibboleth

Both CAS and Shibboleth are web SSO systems, and can be used 
independently.  Shibboleth has often been deployed as an extension to some 
existing web SSO system, such as CAS or Pubcookie or many others, but is 
increasingly being used on its own.  Typically this means the deployer 
configures the native SSO features of Tomcat (or whatever container the 
Shib IdP is running in) to provide the user interface and credential 
verification functions.
