By default, the JA-SIG CAS Client for Java utilizes Spring's Dependency
Injection to manage its configuration.  However, the code does not depend on
Spring and you are free to write your own configuration routine.

Yes, the JA-SIG CAS Client for Java is written in Java and thus can run on
any platform a JVM exists for.  The lack of a tar.gz file is merely due to
the tool used to generate the releases.

Yes, its an alternative.  Going forward, most new work will be done on the
JA-SIG CAS Client for Java.  Though the Yale client is a stable and viable
client.
