CAS Server doing nothing with no errors

Hello,

I just tried to deploy the CAS server. Everything went fine, and then I 
got to the main cas login screen after installing. I entered in a 
NetID=password (e.g. admin/admin) to test, and it just returns to the 
screen saying nothing. Even when I enter in bad information, it shows no 
error message about a bad username or password, I am just presented with 
the login screen again. Am I missing something? Has anyone else had this 
problem?
