Setting up CAS 3.1.1 with Ldap

I don't generally use FastBind (we use the normal bind), but if you're going
to use FastBind you probably don't want to set those username/password
parameters as they are what to do the initial bind with (and you want to use
the supplied credentials).

Also, if you set this:
<property name="filter" value="uid=%u,ou=people,dc=teggodev,dc=net" />

Its only going to be able to bind for people in that path.
