CAS 3.0.6 - RegisteredService (services.xml)

Looking at the CAS 3.0.6 distrib, I see a services.xml in 
WEB-INF/classes file which obvious purpose seems to declare a service to 
register it to the ServiceRegistry.

Yet it is not referenced anywhere, and does not seem to be added to the 
serviceRegistry declared in approvedServices.xml


Is that normal, not normal or I'm seriously missing something ?
(I haven't debugged yet to verify my assertion though)
