CAS unicode/utf-8 characters

Hello,

I am having problems with characters that are outside the scope of ANSI.

 Even if you download and deploy the cas version provided on

 http://www.ja-sig.org/products/cas/downloads/index.html and deploy it,
the Russian version will not work. This goes for all .properties files
that are stored as UNICODE. I tried with storing as UTF-8 and it also
does not display the characters properly.

Is there anything one can do?
