CAS unicode/utf-8 characters

I fixed the Simplified Chinese version by adding the following to the
WEB-INF/views/jsp/ui/default/includes/top.jsp
<%@page contentType="text/html;charset=UTF-8"%>
<%@page pageEncoding="UTF-8"%>
There must be something wrong with how the Russian one was saved.
