how to configure service URL as approved services

I am trying to add service URL validation, but unable to find any examples
on how to do it.
i have added approvedServices.xml to contextConfigLocation, but don't know
how to configure the rest. i.e how to configure the services.xml with the
service urls. and do i need to write a class that implements
ServiceRegister/ServiceRegisterManager, that reads the services.xml for
approved services and returns a true/false. i am lost here. Any advice or
help will be greatly appreciated.
