mod_auth_cas now a JA-SIG CAS Client

Dear CAS Community,

I'm pleased to announce that UConn's mod_auth_cas CAS Client has become an
official JA-SIG CAS Client project.  The project is currently headed by
Phillip Ames from the University of Connecticut.

He's already checked in the source code:
