CAS Server 3.1 Milestone 3 Release

Dear CAS Community,

We're pleased to announce the release of CAS Server 3.1 Milestone 3.  This
is the last milestone we've planned for this release.  The next release will
be Release Candidate 1.  That's scheduled for mid-to-late next week.

This release includes:
- Support for Google Apps for Education
- OpenId Support
- Pseudoanonymous Access Support
- Performance Improvements
- Japanese Internationalization

The RC1 release will include fixes for known issues/limitations (these will
be listed in JIRA as we fix them), profiling (memory and CPU) and general
API cleanup/finalization.  At that point, we'll enter the testing phase.
