[cas-dev] CAS Server 3.1 Release Candidate 2

In order to demonstrate the AttributeRepository feature, it attempts to
connect to Rutger's LDAP server (for its demo LDAP attributes).  That server
should be publicly available (I was able to get to it from my house).
However, I will place a JIRA issue to remove that and use a more static
AttributeRepository that is not dependent on an external server.
