CAS Server 3.1 Release Candidate 2

Those classes are supposed to be included in the JVM and on my machine they
are (and I found a version for Solaris where they are). The Sun Java Web
Services Development Kit (or whatever it is called) includes the appropraite
version also. I don't know how to tell it to use another JSR 105 provider.
If anyone does, we can use an alternative.
